Site Development Plan
Description Site development plans (also called "site plans") are required to commence activity within any area or phase within the PDD district, and also are required for the following types of development: 
1. Any non-residential development;  
2. Any multi-family development;
3. Any residential development containing any lots smaller than 8,000 square feet; and  
4. Any non-residential development or non-residential component in a mixed-use development.  

Decisionmaker The Staff Review Committee makes the final decision

Appeals The Committee's decision can be appealed to the circuit court within 30 days of the date of the final decision.

Expiration of approval A site development plan approval automatically expires 12 months after the date of the decision unless substantial work, as authorized by the approval, has commenced and continues in good faith to completion. (verify)

Amendments The property owner can submit an application to amend a previoiusly approed site development plan plan.

  • Development Review Fee Account - Commercial/Industrial/Other (10,001 to 20,000 sq ft): $3500
  • Development Review Fee Account - Commercial/Industrial/Other (20,001 to 30,000 sq ft): $4500
  • Development Review Fee Account - Commercial/Industrial/Other (30,001 to 40,000 sq ft): $7500
  • Development Review Fee Account - Commercial/Industrial/Other (40,001 sq ft or more): $10000
  • Development Review Fee Account - Commercial/Industrial/Other (Less than 10,000 sq ft): $2500
  • Development Review Fee Account - Residential (2 acres up to 5 acres): $400/acre or fraction thereof, but not less than $1000
  • Development Review Fee Account - Residential (20 acres or more): $400/acre or fraction thereof, but not less than $6000 or more than $25000
  • Development Review Fee Account - Residential (5 acres up to 20 acres): $400/acre or fraction thereof, but not less than $2000
  • Development Review Fee Account - Residential (under 2 acres): $1000
  • Non PDD Areas - Commercial/Industrial (10,000 sf or more): $1000 + $0.06 per gross sq ft
  • Non PDD Areas - Commercial/Industrial (under 10,000 sf): $250 + $0.06 per gross sq ft
  • Non PDD Areas - Other: $1000 + $0.03 per gross sq ft
  • Non PDD Areas - Residential (5 or more units): $500 + $125 per lot/unit
  • Non PDD Areas - Residential (under 5 units): $250 + $75 per lot/unit
  • Planned Development District (PDD) - Commercial/Industrial: $1000 + $0.06 per gross sq ft
  • Planned Development District (PDD) - Other: $1000 + $0.03 per gross sq ft
  • Planned Development District (PDD) - Residential: $1000 + $125 per lot/unit

About Reviewers
The following are involved in the review of this type of application.

The Staff Review Committee (SRC) has the power to review and act on various applications. The Committee consists of the Planning and Development Director, Building Official, Fire Chief, City Engineer or designee, and any other City staff professional the City Manager deems necessary for professional review. The Planning and Development Director is chair of the Committee and is responsible for all final decisions of the Committee.

Planning staff provides technical support to the City Council, Planning Commission, Board of Zoning Appeals, developers, neighbors, and other interested parties to facilitate the development review process.
